Converting Your Out-of-State License to a Washington DC Driver’s License

These other conditions include a vision screening, a new photograph, and paying appropriate fees to get your new driver’s license.

Congratulations on your recent move to the District of Columbia! Whatever has brought you to our nation’s capital, there is one clerical task you must complete as you settle into your new home. In other words, you need to convert your out-of-state license to one compliant with DC licensing guidelines. 

The Application Phase 

Let’s begin by discussing the application process. This is how you can get a REAL ID driver license or a learner permit. To do this, you need to print and fill out the license/identification card application form. As of June 26, 2018, you will also be registered to vote unless you wish to decline the option. The next step is to bring your completed application form to a DC DMV service center. Once there, you will have to give up your current license as well.  

The Documentation Phase 

Now let’s move onto the next step. The documentation phase is just as important as the application phase. You must bring with you a proof of identity and age; proof of lawful presence; proof of your SSN; proof that you live in DC; proof of parental consent if you are either 16 or 17 years old; proof of your ability to drive; and finally, a medical/eye form that must be completed by your doctor. 

Other Considerations 

Please note that there are other considerations to be mindful of as you go through this process. These other conditions include a vision screening, a new photograph, and paying appropriate fees to get your new driver’s license. You will receive a temporary paper license but you should expect your actual license to be arriving in the mail 10 business days after you acquire your temporary license. 

One Final Note 

You won’t be able to switch your current license to a DC license if you have an outstanding debt to the city or any unpaid fines. These unpaid fines still count against you even if they were incurred outside of Washington. If you decide to apply for an identification card instead of a new license, this means your out-of-state driver’s license will be canceled. Once this happens, you will need to take the knowledge and road tests again in order to gain your DC license.

The Question of License Plates

License plates serve more purposes than just being a pretty ornament on your car.

License plates serve more purposes than just being a pretty ornament on your car. At some point, you may need to turn in your current license plates, especially if you switch from an old vehicle to a new one. If you live in Maryland or in the District, you are required to turn in your old license plates. Let’s learn more! 

Breakdown by State

Besides Maryland and DC, several other states require their drivers to return license plates as well. This is the case in Alaska, Connecticut, Delaware, Florida, Kentucky, Louisiana, Maine, Nebraska, Nevada, New Jersey, New York, Pennsylvania, Rhode Island, South Carolina, Vermont, and Wyoming. While drivers in other states, such as Virginia, aren’t obligated to return their plates, they must render them useless.   

What Do I Do? 

If you do need to turn in your plates, then you might not know how to go about doing it. Read the information presented on each state’s DMV website, or call your local branch. Depending on the situation, you’ll have to surrender plates after moving to a new state, or transferring ownership of the car to someone else. Maybe you don’t have insurance for that vehicle anymore, or you plan on taking it off the road for months or even years at a time. If this is what is going on, then you need to surrender your license plates – but you don’t necessarily need to turn in your driving license. 

What About Surrendering a License?  

Giving up your driver’s license is much different than simply surrendering your license plates. When you surrender the plates, you’re doing this because you have to. The DMV will collect them if they have expired or aren’t being used anymore. On the other hand, when you surrender your license, you are giving it up because it is no longer considered valid. If there are mistakes on the license, you must surrender it. Likewise, if you can’t drive anymore, then you must also surrender it. It might also become necessary in the event of license revocation or suspension.

The Vehicle Inspection Process: Unable-To Tests, Retests, and Failures

Let’s discuss what unable-to tests are, along with the protocol for retests and what to do in case of vehicle inspection failure.

Getting your vehicle inspected periodically is an important part of keeping it street-legal. If your vehicle fails inspection for the first time, all hope is not lost. It simply means that you need to get it tested and inspected again. There are several ways in which this procedure can be completed. Let’s discuss what unable-to tests are, along with the protocol for retests and what to do in case of vehicle inspection failure

The Unable-To Test 

First of all, you should know what the unable-to test is. This is when the inspector determines that they cannot test your car, truck, or other vehicles. Please note that this can happen for one of three reasons: it is dangerous to test the vehicle, there are hazards, or doing so presents a health risk. For instance, the vehicle could be actively smoking when you bring it in for an inspection. It could also be because there is clear damage to an exhaust system complete with audible leaking. Perhaps the vehicle is leaking fluids, or the tires look worn down and thus unsafe. Perhaps there are no brakes present or the brakes are inoperable? That is another possibility. If the check engine light is on, then it makes the vehicle difficult to inspect

Potential Failures 

Failed inspections earn a “failed inspection” sticker placed on the vehicle. Then you have 20 calendar days to fix the problem, whatever it is. Then it should be able to pass the test and be re-inspected safely. You will receive a report that indicates which items failed to pass the inspection

The Retesting Process 

Finally, let’s glimpse the retesting process. After receiving the failure notice, you must retest the vehicle within 20 calendar days. However, to make this easier, you are entitled to two free re-inspections. If you get a third test, then you will need to pay for it. You will also need to pay a late fee if you do not complete this process inside the 20-day grace period window.

Title vs. Registration: What’s the Difference?

Both documents prove that the vehicle belongs to you, but there is a distinct difference between the two. Here is a look at that distinction

The Title 

Let’s start by talking about the title associated with the vehicle. Titles indicate who owns the vehicle in the eyes of the law. It could either be a person a business; there can also be a single owner or multiple owners, depending on the situation. Sometimes, the title is called the pink slip. That’s because the title is on a pink slip of paper, although this isn’t always the case.  

The Registration 

Registration is required by the state in which you live, including in the District. The registration papers prove that you have registered your vehicle with the DMV where you live. It also proves you’ve paid all the associated taxes and fees. Registration documents are accompanied by license plates that often show when your registration is due to expire and needs to be renewed. You need registration documents and stickers on the license plate to indicate that the car is street legal and roadworthy. Cars, trucks, and vehicles of all kinds need to have a license plate to identify them and track who owns the vehicle.

Proof of Ownership 

Before you can register a vehicle, you have to show proof of ownership. You have to indicate that your name is on the title, which is why many people confuse the two. After proving that the car belongs to you, you can proceed with the registration process. Even in a private sale, there is still a transfer of ownership that call for title and registration. If you can give the DMV a title certificate and bill of sale so that the registration process can be completed.

Even for the most experienced drivers, there is still plenty to learn. Learning the rules of the road should be a lifelong process because from time to time, they will change. Getting your learner’s permit and driver’s license are two exciting milestones in anyone’s life. But with that comes great responsibility

Traffic Tickets and Violations 

Traffic tickets and violations are more common than you might think, and they can be committed by even the most experienced drivers. Some examples of violations include parking violations, moving violations, speeding, or going through stop signs. Traffic cameras are becoming increasingly common, especially those mounted near school zones to discourage drivers rushing by when a school bus is loading or unloading or pedestrians are trying to cross the street. If you get a ticket, paying it off as soon as you can is highly recommended

Types of Roads 

Now let’s take a look at some of the roads you will encounter. There are local roads, collector roads, arterial roads, freeways, and tollways. Tollways are also called turnpikes. Make sure you have cash and change on you in case you come across a tollway on your travels

Tolls and Toll Violations 

When you come across a toll, you have a number of options. You could pay the toll in cash to an attendant, to the machine, or via an automatic transponder that you have mounted in your car. Keep an eye on which lane you are in when approaching a toll checkpoint. Some lanes are for cash only, and others are for the transponder. If you find yourself in an automatic toll lane and your vehicle isn’t equipped with the transponder, then that counts as a toll violation. You must pay the toll, but luckily, you can probably do this online. Just be sure to do it within a certain amount of time so you don’t get hit with another fine.

Learn the Rules of the Road!

Passing knowledge tests are just as important as showing that you know how to operate your chosen vehicle. Here now is a look at some of the rules of the road.

Congratulations on getting your permit or license! One of the most important parts of life is being able to drive and drive well. However, you can’t navigate the streets around you (or in a new city) without knowing what the rules of the road are. That’s why passing knowledge tests are just as important as showing that you know how to operate your chosen vehicle. Here now is a look at some of the rules of the road. 

Some General Driving Rules 

The driver’s seat will always be on the left side of the car, but you must always drive on the right side of the road. Yield to pedestrians, and let them cross if you see them waiting at a crosswalk. Keep an eye out for bicyclists, and remember that you can’t pass a school bus when it has to flash its lights and its own stop sign out

Road Signs and Traffic Signals 

Whenever you see a stop sign, you must come to a complete halt. Rolling stops can get you a ticket if you get caught doing it. When you see a yield sign, you have to wait for other cars to go by. That’s why you need to slow down and look around before continuing to drive. Other road signs you will see include One Way, Speed Limit, Railroad Crossing, Parking, and No Parking. 

Now let’s talk traffic signals. Generally speaking, green means go; yellow tells you to slow down; red means stop. You’ve got to wait until the light changes to keep going. A flashing yellow light means you can go but do so with caution.  

Safety 

Whether you are driving or simply a passenger, always remember to buckle your seatbelt! Young children should be in car seats or booster seats, and they can never ride in the passenger seat until they are older. Don’t drink and drive. For that matter, don’t text and drive – something rookie drivers need to learn. Whenever there is inclement weather or it’s after dark, you’ve got to use your headlights. Finally, avoid picking up hitchhikers. Surprisingly enough, it’s generally illegal in most states. If you run into an emergency call 911 to let the police know.

Learning to drive is a massive milestone. Before you can apply for a license, however, you need to earn your learners permit. Even so, don’t take it for granted – failing the permit test on the first try is common, almost like a rite of passage. Here are some tips to help you come through with flying colors

Study the Handbook 

First things first, be sure to study the handbook. Most of the information presented in these handbooks is common sense. That’s lucky because it’s easy to get overwhelmed. Write down notes on anything complicated that you might have trouble remembering. Then you can go back over your notes later instead of having to reread the handbook. 

Take Practice Tests 

You can also take practice tests to help you get used to the real test. The permit test is all knowledge-based, but it’s just as important as the driving test in your journey to gaining a full license. Even reaching the provisional stage can be a challenge, which is why you need to find the right practice test.

Find the Right Practice Test

In the end, the most important thing is to find the right practice test. Searching online can help you turn up the test you should be taking. If you live in Maryland, Virginia, or DC, you should look for tests in those areas. 

Get Past Failure 

Failure is a part of learning. It shouldn’t be a deterrent that keeps you from trying things that make you anxious or nervous, whether you feel as though you aren’t good at taking standardized tests or if you still feel uncomfortable behind the wheel. Practice makes perfect. And once you have your learners, you can spend much more time behind the wheel, especially supervised, to make sure that you drive safely for the sake of yourself, your passengers, and other drivers around you.

Getting a Maryland License in 2020

Maryland has a set of new standards for 2020. It might not be the same as Virginia or DC, so that’s why you need to pay attention to the changes.

Do you need to renew your license? What about getting a permit or license for the first time? Maryland has a set of new standards for 2020. It might not be the same as Virginia or DC, so that’s why you need to pay attention to the changes.

The License Progression 

The license progression is simple. A first-timer who is 15 years and 9 or more months old can apply for their learners permit. Then a learners permit holder is at least 16 years old can apply for their provisional license. Provisional license holders who are older than 18 can then apply for their full adult license.  

Applying for a Provisional License  

Then there is the process for applying for a provisional license. You’ve got hold a learning permit first. Then you must complete a driver education program. After that, you need to fill out a driver skills log. Maintaining a conviction-free record is also essential. Once you have finished that step, you can schedule your road test. Passing the test means that you will receive your provisional Maryland license through the mail.   

Getting a Full License 

The first thing you have to do is reach age 18. After you’re 18, you have to hold your provisional license for at least 18 months to prove that you are a careful and considerate driver. Part of this means that you must stay conviction-free while you are still on your provisional license. If you violate this rule, then your 18-month term resets and you have to start all over again.  Eventually, your provisional license will convert to a full license automatically. There is no need to pass a road test, knowledge test, or vision test. These steps are still useful when you go to renew your license, but that isn’t something you need to worry about just yet

A Guide to Getting a Driver’s License in Virginia

Even if you already have a license, it might expire sometime soon.

Even if you already have a license, it might expire sometime soon. If you live in Virginia, then you might have a harder time getting a license than if you live in Maryland or work in DC, both of which are likely to have different license requirements. Here is a guide to getting started on your next driver’s license journey

For New Virginians 

As we begin, let’s focus on what new residents of the great commonwealth of Virginia need to know. After moving, you have two months to get a new driver’s license for the state. Your vehicle must also be registered, and you’ve got to be able to pass a vision test

Things You Need 

Now let’s turn our attention to things you need when applying for a license. For one, you must be able to prove that you reside in the state. Birth certificates and passports can help prove where you live. Also bring leases, bills, or mortgage statements verifying where you live.  An original Social Security card is necessary for this, or you can use bank statements or paystubs that have your SSN on it. 

Educational Guidelines 

Not all applicants are teenagers, but most are going to be first time drivers. Every new driver must display that they have the proper education in order to gain a license. It doesn’t matter where you live in Virginia, either. Besides learning how to drive and operate a car, other lessons include how to deal with road rage and other dangerous situations, along with how to not get distracted while behind the wheel. All of these matters are important for every driver to know, not just rookie drivers about to get their first licenses

Passing the Test

The last two parts of getting a license are to pass a knowledge test and a road test. That said, if you bring a license in from another state, then you won’t need to take the road test,

A Quick Look at Car Titles

Let’s take a better look at the importance of car titles, especially when you live in the District.

How often do you think about your car? Typically, you probably take it for granted until something goes wrong or a piece of paperwork is about to expire. Your car title is important, and it isn’t something to underestimate. Let’s take a better look at the importance of car titles, especially when you live in the District. 

Certificates and Titles 

For starters, getting a title isn’t as difficult as you might think. All you need to do is to submit the correct documentation. The only caveat to this advice is that you must have the originals on hand. Copies will not be accepted. Be sure to submit the current title or the certificate that indicates where your car came from. 

You might also need to apply for a replacement title. Why is this? Altered claims are a problem and prevent your documents from being processed. So if the titles have changed at some point while in your possession, getting the replacement title is a necessary step in the process and it cannot be avoided. Transferring a vehicle that came from outside of DC is a bit more complicated. One reason for this is the possibility of a lien. If this is the case, then you must contact the lienholder as soon as possible. Getting this matter resolved will help the process move forward without further delay.   

Licenses and IDs 

Not all vehicle documents related to titles come in the form of papers. Be sure that you always have your license or ID card on you, whether or not you plan on getting behind the wheel. Doing this can help identify you if anything should happen while you’re on the road of life. Every owner needs to be named on the relevant title for the car, truck, van, or other vehicles in question. Please note that if there are multiple owners, the primary owner must reside in the District of Columbia, even if the others do not.
